The Cyprus Permanent Residency (PR) program under the fast-track scheme (Regulation 6(2)) is a reliable pathway to securing residency in an EU nation. State regulations strictly define the transaction criteria, and failure to comply leads to an automatic rejection.
1. Investment Criteria: New Builds Only
- Property Type: The fast-track route applies strictly to newly built properties purchased directly from developers. Resale properties do not qualify.
- Minimum Threshold: The government-mandated minimum investment threshold is €300,000 (excluding VAT).
- Payment Terms: The minimum investment must be paid in full to the developer before filing the application. Funds must originate from the investor's personal overseas bank account. Cash payments or transactions via third-party accounts are not accepted.
- Property Count Limit: You may acquire up to two properties (e.g., a residential unit and a commercial office), but both must be purchased from the same developer.
2. Financial Independence Requirements
A key condition of the program is proving financial stability:
- Main Applicant: Must demonstrate a secure annual income from outside Cyprus of at least €50,000 (official program requirement, recently updated).
- Dependents: The threshold increases by a fixed annual amount for a spouse (+€15,000) and for each minor child (+€10,000). For example, a family of three (principal applicant, spouse, and one child) must demonstrate a clean annual income of at least €75,000.
- Source of Income: All income must originate from overseas sources (foreign salaries, dividends, international rentals, interest). Applicants must sign an affidavit confirming they will not seek local employment.
The Corporate Exception for PR Holders
While local employment is prohibited, PR holders are legally allowed to own a Cyprus-registered company and receive dividends. This enables international business operations via Cyprus while benefiting from low tax regimes (such as the IP Box, which reduces corporate tax to 2.5% on eligible intellectual property income).
3. Status Maintenance and Long-term Benefits
Cyprus PR is permanent and does not expire. There is no requirement to relocate to the island permanently; you only need to visit Cyprus once every two years to maintain your status. After 7-8 years of legal physical presence, residents are eligible to apply for Cyprus citizenship by naturalization.
